Bilingual Education Exception and ESL Waiver Resources

╠řApplication Requirements

  • Local Education Agencies (LEAs), including school districts, districts of innovation, and open-enrollment charter schools that are unable to provide the appropriately certified╠řteachers to implement the bilingual education program must╠řrequest from the commissioner of education an exception for╠řthe bilingual education program and approval to offer a temporary╠řalternative language╠řprogram as per 19 TAC ┬ž89.1207(a).
  • Local Education Agencies (LEAs), including school districts, districts of innovation, and open-enrollment charter schools that are unable to provide the appropriately certified teachers╠řto implement the ESL program╠řmust request from the commissioner of education a waiver for╠řthe╠řESL program╠řand approval to offer a temporary╠řalternative language╠řprogram╠řas per 19 TAC ┬ž89.1207(b).
  • All╠řapplications are due on or before╠řNovember 1, 2023.╠ř
  • Complete╠řboth parts of the application and submit to 49═╝┐Ô as╠řattachments in an╠řemail to: BilingualExceptions_ESLWaivers@tea.texas.gov. (Notice the underscore after the word Exceptions in the email address.)
  • The district's Bilingual/ESL contact person may complete the exception/waiver application, but the application╠řincludes╠řan assurance that the superintendent has reviewed and approved the completed application╠řprior to submission.
